Caroline M. Torosis

I’m Caroline Torosis, Mayor Pro Tempore of Santa Monica, and I’m proud to be running on the Progressive Slate to represent Assembly District 51 as a delegate to the California Democratic Party.

As a lifelong advocate for equity, social justice, and inclusion for those who have been overlooked, I have dedicated my career to fighting for policies that empower working families, protect vulnerable communities, and ensure economic opportunity for all. My track record as a public servant reflects these values:

• Mayor Pro Tem of Santa Monica: I’ve led efforts to strengthen tenant protections, combat homelessness, and expand access to affordable housing. In 2024, I spearheaded the passage of a transformative Tenant Protections Ordinance for all Santa Monica renters and I have championed the creation of a rent registry to hold landlords accountable and support renters.
• Economic and Workforce Development Advocate: In my professional career, I’ve worked to uplift workers and small businesses by creating policies that center economic justice, good jobs, and local hiring, including creating the County’s wage enforcement program, lead the COVID-19 economic recovery response, and created an acquisition fund for small, diverse businesses to acquire their commercial storefronts as an anti-displacement mechanism. 
• Progressive Champion: As a leader in Santa Monica, I’ve stood with unions, environmental organizations, and community groups to advocate for climate action, labor rights, and public safety rooted in equity.

As your delegate, I will bring this same passion and commitment to the California Democratic Party, working to ensure it remains a bold and visionary force for change. I will prioritize:

• Affordable Housing: Advocating for statewide policies that protect renters and create housing solutions for all income levels.
• Climate Justice: Fighting for a just transition to renewable energy and sustainable infrastructure that centers frontline communities.
• Economic Equity: Supporting living wages, worker protections, and policies that close the wealth gap.
• Reproductive Freedom and Healthcare Access: Ensuring California leads the nation in protecting fundamental rights and expanding access to quality, affordable care.

I am honored to run alongside fellow progressives on the Progressive Slate for AD 51. Together, we will amplify the voices of our communities and advance the transformative change California needs.
